T on Cantact: <br /> Bobby Baker <br /> (refer to 4/19/83 agenda packet) Phone NuMber: 929-8109/732-8161 <br /> PURPCSE: To allow for the regulation and adthinistration of Emergency Medical Services <br /> within Orange County as provided by Ordinance. <br /> NEED: Certificates and Franchises were approved by the Board on April 19, 1983, <br /> in a regularly scheduled meeting. Franchises require two adoptions, in <br /> consecutive meetings under NC Statutes. <br /> Per the County's EMS Ordinance, adopted March 2, 1981, emergency and con- <br /> valescent providers are to receive authorization to provide services within <br /> the County pending approval of a satisfactory application. Approval is based <br /> on determination of a satisfactory level of service being provided and the <br /> public necessity being met. A certificate grants the right to regularly <br /> respond to requests for emergency aid and assistance; and to administer <br /> medical aid ad assistance to patients in emergency medical situations. A <br /> franchise grants the right to operate ambulances within Orange County for <br /> patient transortation. <br /> IMPACT: All persons providing emergency aid and assistance and/or transportation of <br /> patients within Orange County would require a certificate, a franchise or <br /> both granted by the Orange County Board of Commissioners. <br /> RECOMMENDATIONS: <br /> 1. Issue franchises and certificates to South Orange and Orange County <br /> Rescue Squads for the authorization to administer emergency medical <br /> care and transport patients. <br /> ?.
