ORANGE COUNTY
064
BOARD OF COMMISSIONERS Action Agenda
Na.Eflwaill
ACTION AGENDA MEM ABSTRACT Item
MEETIM DAME MAY 2, 1983
Subject: FRANCHISE AND CERTIFICATION FOR EMERGENCY MEDICAL SERVICES
p-or. im ".
= t: I
IMEnaiiii45 yes XX noj
A - Iv= t s : p. T on Cantact:
Bobby Baker
(refer to 4/19/83 agenda packet) Phone NuMber: 929-8109/732-8161
PURPCSE: To allow for the regulation and adthinistration of Emergency Medical Services
within Orange County as provided by Ordinance.
NEED: Certificates and Franchises were approved by the Board on April 19, 1983,
in a regularly scheduled meeting. Franchises require two adoptions, in
consecutive meetings under NC Statutes.
Per the County's EMS Ordinance, adopted March 2, 1981, emergency and con-
valescent providers are to receive authorization to provide services within
the County pending approval of a satisfactory application. Approval is based
on determination of a satisfactory level of service being provided and the
public necessity being met. A certificate grants the right to regularly
respond to requests for emergency aid and assistance; and to administer
medical aid ad assistance to patients in emergency medical situations. A
franchise grants the right to operate ambulances within Orange County for
patient transortation.
IMPACT: All persons providing emergency aid and assistance and/or transportation of
patients within Orange County would require a certificate, a franchise or
both granted by the Orange County Board of Commissioners.
RECOMMENDATIONS:
1. Issue franchises and certificates to South Orange and Orange County
Rescue Squads for the authorization to administer emergency medical
care and transport patients.
?.
