Acres - Section IV-B NEED: The Planning Staff recommended that the subdivision be approved with the condition chat a public road be built to State Secondary Standards. The Planning Board recommended approval of the preliminary plan with the condition that a State road be built by the developer. The Board of Commissioners, at its April 19, 1983 meeting, gave preliminary approval to the subdivision with the condition that a Private "Class A" road be built by the developer. The developer has provided a bond to the County which is sufficient to cover the costs of construction of the Private "Class A" road. The Planning Board, at - its April 25,. 1983 meeting, voted to deny approval of the Final Plat of the subdivision. The stated reason was that the road proposed was substantially different from that recommended in the preliminary approval. The Planning , Board exprssed concern that a gravel road would be inadequate for a commercial subdivision, especially in the future when several of the lots could be sold and used for various commercial enterprises. If any road improvements were necessary, the improvements had to be made as a condition of approval of the subdivision. • IMPACT: Section III E-1 of the Subdivision Regulations states that if the Final Plat - is disapproved, the reasons for disapproval shall be stated upon the records of the Planning Board. The Planning Board's decision may be appealed by the subdivider to the Board of County Commissioners. Mr. Wilkerson asked that the Commissioners review the action of the Planning Board.
