That the Board of County Commissioners in each county appoint a <br /> Ci? lead agency that would coordinate ordering and delivery of <br /> surplus food, provide technical assistance to other <br /> • partitipating agencies, and maintain all records. The <br /> Committee has 'expressed willingness for this assignMent to be <br /> given to the local department of social services. The <br /> decision, however, would be made by the county commissioners. <br /> • 2. That the Board of County Commissioners designate a group of . <br /> 1 agencies that would be responsible for arranging storage, <br /> taking applications, and distributing the cheese. The group <br /> might consist of community action agencies, Agricultural <br /> Extension, Agricultural Stabililization and ,Conservation <br /> Service staff, Rural Development Councils, councils on aging, <br /> • church groups, civic organizations, and other' public and <br /> private agencies. The purpose of appointing a group of <br /> agencies is to avoid overloading any one agency, and to <br /> distribute more surplus food. Again, departments of social <br /> services could provide technical assistance to these agencies. <br /> There would be no verification of income or categorical status <br /> required. Rather, we would accept applicant's declaration. <br /> 3. I am recommending to USDA that North Carolina expand its <br /> eligibility criteria to include: <br /> I a. elderly (60 and over as is defined in the older <br /> Americans Act). <br /> !b. disabled persons receiving Social Security <br /> benefits and/or SSI (Supplemental Security <br /> Income). <br /> c. recipients of AFDC, Food Stamps, and Medicaid. <br /> . persons whose gross monthly income is at or <br /> below 150% of the 1982 non-farm poverty level. <br /> this is the one area that does require USDA approval, but we do <br /> not expect to encounter any problems as many other states <br /> already serve these groups. <br /> 5 4. Frequency of distribution should be decided locally. USDA <br /> strongly encourages gavgy distributions. However, if <br /> Counties choose to dlstribute bi-monthly or quarterly, we <br /> recommend an increase in the quantities given to individuals <br /> And families. Attached is a table with the recommended <br /> amounts. <br /> 5.
