Whitted: <br /> I <br /> In mid-January United States Department of Agriculture officials met <br /> in Raleigh with staff of the North Carolina Department of Agriculture, <br /> Agricultural Extension Service, Agricultural Stabilization and <br /> Conservation Service, and the Department of Human Resources. The purpose <br /> of the visit was to encourage North Carolina to increase the quantity of <br /> cheese and butter distributed. As you know, this distribution of surplus <br /> cheese was presented initially as a one-time effort. Our planning was <br /> developed*with the thought that it would be only once. Now we believe <br /> that it willl be ongoing since there are 880 million pounds of cheese and <br /> 500 - 600 Million pounds of butter available. You are very much aware of <br /> the burden Icheese and butter distribution has been to county departments <br /> of social services, particularly in view of the court order in the <br /> Alexander Q . Hill case to handle applications timely or pay penalties; <br /> the additioh of monthly reporting in AFDC--and soon to be required in Food <br /> Stamps; th threat of federal fiscal sanctions if error rates are not <br /> reduced to required levels; and the frequency of changes in federal <br /> 1 <br /> regulationsr Further, there have been no administrative funds available <br /> for county 'departments of social services to cover unavoidable costs. <br /> . Volunteers have been used very successfully, but there is staff time and <br /> expense thait cannot be met by voluateers. I do want to stress that <br /> participati n on the part of counties is voluntary. <br /> With tLese facts in mind, along with the understanding that <br /> distributing cheese and butter is not a "welfare" program but rather an <br /> effort to u4e a surplus of dairy products, I have asked the Division of <br /> Social Services to take the lead in meeting with agriculture officials and <br /> other affected agencies to develop recommendations.
