<br /> A letter has been sent framDr. MOrraa to the Chairman of each County Board
<br /> of Caredssioners which. endorsed this plan of operation:
<br /> 1. That the Weald of County Cannissioners appoint a lead agency that would
<br /> be responsible for coordinating ordering and delivery of surplus food,
<br /> provide technical assistance to other participating agencies, and main-
<br /> tain all recOrds. It was suggested that this assignment: be given to
<br /> the county departments of social services. The decision, haaever, will
<br /> be made by the county caanissioners.
<br /> 2. That the Board of County Caradssicners designate a group of agencies that
<br /> would be resOonsible for arranging storage, taking applications, and die- .
<br /> tributing cheeee and butter. The purpose Lf appointing a group of agencies
<br /> is to avoid Overloading any one agency and to distribute more cheese and .
<br /> buter, ThelDepartment of ScciAl Services could provide technical assist".
<br /> ance to these agencies.

<br /> 3. Frequency of distribution should be decided locally. USDA strongly encour-
<br /> ages monthly distribution. Bowyer, it may be birmonthly or quarterly, in
<br /> which case tities can be increased. Attached is a table with recaa-
<br /> mended amounts.
<br /> 4. The State DiCrision of Social Services will provide a simple and brief
<br /> application. form. Two samples are attached. he agencies handling ap-
<br /> plications may choose either of these (do not use both) or may develop
<br /> their own form. The gas ire being printed and are not available yet.
<br /> In the intern you may wish to reproduce your cwn. As soon as they are
<br /> available, tileywill be placed in cur regular forms storage and you may
<br /> order as you do with other forms.
<br /> 5. The certifyilhg agencies do need to have a record which provides an audit
<br /> trail. These records are to be retained by the lead agency.
<br /> 6. The application is a self declaration by the client. No verification
<br /> is required.
<br /> Some counties may have distributions scheduled and quantities ordered which
<br /> would not be sufficient to cover the expanded target groups. If this is the case,
<br /> you may wish to Serve only the Fccd Stamp population at your next distribution and
<br /> allay more planning time before expanding to additional categories. This is per-
<br /> missible. .
<br /> The Chairmah of the County Commissioners is to inform Mr. Jay Davis, North
<br /> Carolina DepartinPrzt of Agriculture, as to which agency will be the lead agency.
<br /> Mr. Davis needs to lala,,rwho to deal with in the ordering and delivery process.
<br /> A form has been provided to the Chair= to make this designation and sore coun-
