Options include: <br /> 1) monthly, semi-monthly, quarterly distribution; <br /> 2) expanded eligibility criteria, as outlined in DSS Administrative <br /> Letter attached, to replace present Food Stamp eligibility <br /> guidelines; <br /> 3) expanded foods list beyond the current cheese and butter commodities <br /> to such things as rice, milk and other; and, <br /> 4) increased quantity of foods distributed per family (recommended if <br /> monthly distribution option is not selected). <br /> The Department of Human Resources has recommended that county commissioners <br /> 1) Designate a lead agency to coordinate ordering and delivery of <br /> foods; maintain all official records and provide technical assistance <br /> to other participating agencies. <br /> 2) Designate a group of agencies to arrange storage, take applications <br /> and distribute foods. <br /> The lead agency and designated agencies would establish a <br /> work plan necessary to obtain refrigerated storage; dis- <br /> tribution sites; and recruit manpower (largely volunteer) <br /> to oversee distribution and necessary record keeping. <br /> 3) Expand eligibility criteria to include a-d page 2, paragraph 3 of <br /> Dr. Morrow's letter. (attached) <br /> 4) Distribute foods monthly. <br /> A decislion on this is needed by N. C. Department of Agriculture by April 12, 1983 <br /> IMPACT: What i , being proposed amounts to re-establishment of the previous commodity <br /> distribution program of the 1960's and early 1970's. It is not a short term <br /> effort l The federal intent may be to replace or fill some of the void created <br /> by food stamp reductions. By comma in the middle of the year there are no <br /> funds for administering the program.
