019 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS Action Agenda <br /> ACTION AGENDA IT ABSTRACT Item No. <br /> DEETING DATE Ap <br /> Subject: Franchise and Certification for Emergency Medical Services <br /> repartuent: mergenc ervices - Public HearIng: yes no I <br /> A - - t s Information Contact: <br /> Yes Bobby Baker <br /> Phone Number: 929-8109/732-8161 <br /> PURPCSE: To allow for the regulation and administration of Emergency Medical Services <br /> within Oeange County as provided by ordinance. <br /> NEED: Per the County's EMS Ordinance, adopted March 2, 1981 ,-emergency and convalescent <br /> providers are to receive authorization to provide services within the County <br /> pending the approval of a satisfactory application. Approval is based on deter- <br /> mination of a satisfactory level of service being provided and the public <br /> necessity being met. A certificate grants the right to regularly respond to <br /> requests for emergency aid and assistance; and to administer medical aid and <br /> assistance to patients in emergency medical situations. A franchise grants <br /> the right to operate ambulances within Orange County for patient transportation. <br /> IMPACT: All persons providing emergency aid and assistance and/or transportation of <br /> patients1 within Orange County would require a certificate, a franchise or <br /> both granted by the Orange County Board of Cormissioners . <br /> RECOMMENDATION(S): <br /> 1. Issu franchises and certificates to South Orange and Orange County <br /> Rescue Squads for the authorization to administer emergency medical <br /> care and transport patients. <br />
