32 <br /> 1 Brian Litchfield said that difference is currently unfunded, and as they move into the <br /> 2 engineering phase, the Town can consider a variety of adjustments, including delaying <br /> 3 elements of the project, changing the cost share with the federal government, etc. He said <br /> 4 design and environmental work have yet to begin. <br /> 5 Commissioner Jacobs asked if there is a reason that the BRT is even in this basket of <br /> 6 conversation about LRT. <br /> 7 Brian Litchfield said the BRT was originally included in the investment plan, as it was <br /> 8 considered a regional project, and both projects work better together than they do separately. <br /> 9 Commissioner McKee asked if staff could gather actual sales tax growth data since the <br /> 10 inception of this project, and to forward it to Davenport. He asked if Davenport could factor that <br /> 11 data into the chart found on page 7. He said, as he understands, the sales tax growth since <br /> 12 inception of this project, started above projections in year one, but then flat lined thereafter. <br /> 13 Commissioner McKee referenced the state of good repair loans, and said he does not <br /> 14 remember seeing these before. He said in December the Board was sold a bill of goods. <br /> 15 Commissioner Marcoplos referenced the Hillsborough train station, and asked if this can <br /> 16 be built on time regardless of any other part of the plan. <br /> 17 Jeff Mann said it is the goal to build it, and NCDOT rail division is working on this, and <br /> 18 nothing in this plan is stopping the progress of that station. <br /> 19 Commissioner McKee said a question and answer session was held for the Mountains <br /> 20 to Sea Trail about a month ago, and asked if there is any way to set up that style of interactive <br /> 21 conversation on this topic as it may quell some concerns. <br /> 22 Commissioner McKee said maybe a delay would be the best thing to do. <br /> 23 Jeff Mann said there are a number of public workshops set up where any questions can <br /> 24 be asked. <br /> 25 Commissioner McKee said he was referring to a question and answer session between <br /> 26 the community and Orange County staff. <br /> 27 Commissioner Jacobs said he appreciated that there will be a meeting in Hillsborough, <br /> 28 as all areas of the County need to have an opportunity to ask questions and be heard. He <br /> 29 thanked GoTriangle for indulging his questions, and the Chair for indulging the Board's <br /> 30 questions despite the hour. <br /> 31 <br /> 32 c. Petition Requesting Adjustment to Resolution Regarding Grandfathering of <br /> 36 Projects for School Impact Fee Collection Purposes <br /> 37 The Board considered a petition submitted at the February 21, 2017 Board of County <br /> 38 Commissioners (BOCC) meeting regarding grandfathering of projects for school impact fee <br /> 39 collection purposes. <br /> 40 Craig Benedict, Planning Director, reviewed the following information: <br /> 41 BACKGROUND: <br /> 42 On December 13, 2016, the BOCC adopted a Resolution Regarding Grandfathering of Projects <br /> 43 for School Impact Fee Collection Purposes (Attachment 1). The resolution was in response to <br /> 44 concerns raised during deliberations that occurred in the fall of 2016 which resulted in updated <br /> 45 school impact fees being adopted on November 15, 2016. <br /> 46 <br /> 47 On February 21, 2017 representatives of "Townhouse Apartments" located in Chapel Hill <br /> 48 attended the BOCC meeting to submit a petition to adjust language in the grandfathering <br /> 49 resolution to accommodate their ongoing plans to renovate/expand their existing apartment <br /> 50 complex (see Attachment 2).
