13 <br /> 1 • Nursing Home Community Advisory Committee: Vibeke Tally, Chair <br /> 2 Vibeke Tally said she is the new chair. She said the Committee has four nursing homes <br /> 3 in Orange County, which it visits on a quarterly basis to meet with residents to discuss <br /> 4 concerns. <br /> 5 She said nursing homes are making good progress in their care, and the main issue at this time <br /> 6 is high staff turnover, both front line and administrative. <br /> 7 <br /> 8 • OUTBoard: Heidi Perry, Chair <br /> 9 Heid Perry said infrastructure is needed for bikers and pedestrians outside of the <br /> 10 municipalities. She said it is one of the OUTBoard's goals to find money for this need. She <br /> 11 reviewed highlights of their report. <br /> 12 Commissioner Marcoplos asked if there has been any discussion about a bike route <br /> 13 from Chapel Hill-Carrboro to Hillsborough. <br /> 14 Heidi Perry said this was mentioned at an OUTBoard meeting, and she said the board <br /> 15 hopes to look into other off road facilities, like the paving of the Mountains to Sea Trail. She <br /> 16 said these types of trails are as much a tool for economic development as they are for <br /> 17 pedestrian and cyclist safety. <br /> 18 Commissioner McKee asked if there has been any feedback regarding the expansion of <br /> 19 paved shoulders. <br /> 20 Heidi Perry said she had heard the funding was no longer there, and these are not being <br /> 21 done any more. She said if the shoulder is done correctly, with appropriate portioning and the <br /> 22 same specifications as the road, it is an excellent and safe addition to a road. <br /> 23 <br /> 24 • Parks and Recreation Council (PRC): Tori Williams Reid, Chair <br /> 25 Tori Williams reviewed the following highlights: <br /> 26 o Opening of Blackwood Farm Park <br /> 27 o Opening of Hollow Rock Park <br /> 28 o Opening of Cedar Grove Community Center <br /> 29 Tori Williams said the most consistent feedback that is received from residents is for the <br /> 30 parks to be open longer. <br /> 31 o Nature of Orange Photo Contest <br /> 32 o Disc Golf— hoping to bring it to an Orange County park <br /> 33 o Mountains to Sea Trail: continuing to expand <br /> 34 o Working with other groups such as the Sportsplex <br /> 35 o Following Master Plan 2030, which drives PRC monthly meeting agendas <br /> 36 o Extended maintenance of parks, which is a funding issue <br /> 37 o Regular need for expanding services to compete with municipalities <br /> 38 o Discussion on how to improve communications with park facilities <br /> 39 o Looking at the soccer fields- natural vs turf? <br /> 40 o Inclusive/accessible parks <br /> 41 <br /> 42 Commissioner Marcoplos said he heard there is a rumor about a disc golf course near <br /> 43 the Speedway. <br /> 44 No one had heard about this. <br /> 45 Commissioner Price referred to the issue of accessibility, and suggested that the PRC <br /> 46 may want to work with the Planning Department and Asset Management Services on this issue. <br /> 47 Commissioner Jacobs said there is park land that is not being utilized, the Kirby tract, <br /> 48 and this may be an area to discuss with David Stancil, Department of Environment, Agriculture, <br /> 49 Parks and Recreation Director, about a disc golf space. <br /> 50 <br />
