12 <br /> 1 said help is needed with this process, and no one is really looking after the historic resources in <br /> 2 the extraterritorial jurisdictions. <br /> 3 Todd Dickinson said the Commission has recently created a rural heritage small grant <br /> 4 program, offering owners of endangered historic outbuildings, log structures, silos, etc. help in <br /> 5 caring for these buildings. <br /> 6 Todd Dickinson said the Commission has begun working with the County on the <br /> 7 updating of the courthouse and the historic preservation parts of that work. <br /> 8 Peter Sandbeck gave an update on the historic courthouse. He said there has been <br /> 9 great cooperation between County staff and historians. He said a budget proposal will be <br /> 10 forthcoming to the BOCC to keep that building in good condition for the next 100 years. He <br /> 11 said the Commission is trying to promote/recognition of great houses in Orange County. <br /> 12 • Housing Authority (HA): Jean Bolduc, Chair <br /> 13 Highlights: <br /> 14 o Home repair funds are much needed <br /> 15 o HA stands in place for BOCC providing citizen oversight of the Section 8 housing <br /> 16 program. There are preferences in the housing section 8 vouchers waiting list, as <br /> 17 follows: local resident; veteran or surviving spouse of veteran wife; being elderly <br /> 18 or disabled; enrolled in an education program intended to make one more <br /> 19 employable; being in transitional housing; suffering displacement from housing <br /> 20 that is being taken down; being in substandard housing; and being unduly <br /> 21 burdened with rent (over 50% of income). <br /> 22 o Homelessness was not a preference on this list, and the HA added this under <br /> 23 HUD's definition as a preference that will trump all other preferences. Each <br /> 24 preference has an assigned point value, and if a household met all preferences <br /> 25 there would be a total of 55 points; but with addition of homelessness, it will <br /> 26 increase to 60 points. Residents will rise to the top of their waiting list. <br /> 27 <br /> 28 • Human Relations Commission (HRC): Monica Richard, Chair <br /> 29 Monica Richard thanked the BOCC for coming out to their two main events. She <br /> 30 reviewed the following highlights: <br /> 31 o 28th anniversary to celebrate the Pauli Murray Awards <br /> 32 o Collaboration with Asset Management Services to investigate the accessibility <br /> 33 issues in the County <br /> 34 o Discussion of how to support those who are dealing with hate crimes <br /> 35 o Approached for support for a public forum about an issue that is happening in <br /> 36 the schools <br /> 37 Monica Richard said the Commission is in transition, and had a retreat to identify some <br /> 38 issues to work on this year: <br /> 39 o HRC application- - diversified application- leadership roles- attract those <br /> 40 reflection of their community <br /> 41 o Looking at collaboration with community partners <br /> 42 o Members — issue driven and mentoring program <br /> 43 o Build community awareness of HRC <br /> 44 o Request additional $2000 for their board- to allow their sub- committees to be <br /> 45 more engaged with their community such as snacks, bring in expert speakers <br /> 46 and to give them donations <br /> 47 <br /> 48 Commissioner Rich said she attended both HRC programs, which were excellent, and <br /> 49 she encouraged the HRC to work with Community Relations Director, Todd McGee. <br /> 50 <br />
