13 <br /> 1 Highest and best use (2013) <br /> 2 <br /> 3 Kristin Hess, HH Architecture, presented this portion of the PowerPoint: <br /> 4 Process <br /> 5 Interviewed face-to-face, distributed surveys, and solicited input from: <br /> 6 • County Commissioners <br /> 7 • Staff <br /> 8 • Directors <br /> 9 • Customers and other stakeholders <br /> 10 Program was supplemented from these interviews to include specific work spaces <br /> 11 requirements. <br /> 12 <br /> 13 Existing Building <br /> 14 • Built in 1960, renovated in 1989 <br /> 15 • Structure is stable; will require minor reinforcement <br /> 16 • Roof needs to be replaced <br /> 17 • Interior office flow and layout could be improved for efficiency <br /> 18 • Building lacks energy efficiency <br /> 19 • Mechanical systems require replacement <br /> 20 <br /> 21 Existing Building (photograph) <br /> 22 <br /> 23 Survey Results <br /> 24 • Roof leaks; moisture build up in walls <br /> 25 • Conference spaces are undersized <br /> 26 • Poor HVAC performance in peak seasons <br /> 27 • Limited site lighting is a safety concern <br /> 28 • Would like better functionality and connectivity <br /> 29 • Some offices are oversized, others are undersized <br /> 30 • Limited daylighting <br /> 31 <br /> 32 Jeff Thompson resumed the PowerPoint presentation: <br /> 33 <br /> 34 Vision Study Key Points &Analysis: <br /> 35 • Investment Needed: Facility is functionally obsolete & could benefit from a major <br /> 36 renovation. <br /> 37 • Location and Lot Size: Northern periphery of Hillsborough is desirable, but space <br /> 38 constraints and residential character may be better for other uses: e.g. affordable <br /> 39 housing, community center, or disposition (sale or partnership opportunities). <br /> 40 o Potential exploration of county property or acquisition. <br /> 41 • Co-location Opportunity: A new EAC could be built and co-located with the Park <br /> 42 Operations Center (currently slated for FY18-19 CIP at Blackwood Farm) <br /> 43 o All DEAPR divisions (except Recreation) and related agencies would be together <br /> 44 o Operational and capital cost efficiencies <br /> 45 <br /> 46 Location & Development Recommendations <br /> 47 Staff has analyzed the HH Architecture study and present the following recommendations: <br /> 48 1) Major EAC Renovations — Revere Rd* <br /> 49 2a) Build New EAC —Torain St/Public Works Dr.* <br />
