_ ; 4 <br /> 052 <br /> 8. The Authority shall administer the Orange County Housing Assistance <br /> Payments Program in accordance with the U. S. Department of Housing <br /> and Ulrban Development Handbook 7420.7 Public Housing Agency Administra- <br /> tive (Practices Handbook for the Section 8 Existing Housing Program <br /> unless it has written permission from HUD to deviate. <br /> 9. The Athority shall submit to the County a copy of all reports to and <br /> correspondence with the U. S. Department of Housing and Urban Develop- <br /> ment pertaining to the Section 8 Housing Program. <br /> 10. It is agreed that the County may inspect all books and accounts of <br /> the Authority pertaining to the Orange County Housing Assistance Payments ., <br /> Program at any reasonable time it shall desire after notice. <br /> 11. The Authority shall comply with the attached Memorandum #521 issued by <br /> 1 <br /> the Department of the State Treasurer which states that housing:authori- <br /> ties are subject to the provisions of Chapter 159 of the General Statutes, <br /> Local Government Budget and Fiscal Control Act. <br /> 12.
