The unpaved portion of Latimer Street connects two paved sections of Latimer . Street. The unpaved portion is fairly steep and in poor condition for travel. NEED: Latimer Steet extends from inside the corporate limits of Hillsborough to Kingsboro Estates subdivision within the extra-territorial limits of Hillsborough. The developer of Kingsboro Estates subdivision paved the streets within the subdivision, including a portion of Latimer Street which serves the subdivision. The Town of Hillsborough contracted with DOT to pave the one-tenth portion of Latimer Steet which extends to the corporate limits after many requests from residents served by the road. The Town encumbered funds from Powell Bill monies to pay forthis work. However, the General Statutes restrict the use of these funds outsalde of municipal corporate limits. Therefore, the Town could not use the funds to Ove the remaining length of road within the Town's extra territorial area extending to the paved portion within Kingsboro Estates subdivision. I The residents of Latimer Street and Kingsboro Estates presented the attached petition the Town of Hillsborough at the Town Board's December 13, 1982 meeting re uesting the Town to pave the unpaved portion of Latimer Street. The Town considered the item but referred the residents to the County for action. The Town allso sent a letter to DOT endorsing the request for paving. DOT indicated in a lette dated December 21, 1982 that the road was eligible for paving through either the Participatory Paving Program (RRR) or Property Owners Participation :IP Program (P .). DOT maintains the entire length of Latimer Street including the unpaved two-tenths of a mile Outside the Town's corporate limits. DOT has indicated that Latimer Street is considered to be a residential and subdivision street and, therefore, the unpavel section is only eligible for paving under either the Participatory Paving Pro ram (P.P.P.) or the Property Owners Participatory Program (Po ). DOT estimates he cost to grade, drain and pave one mile of road is $120,000. The approximate cost Co pave the two-tenths of a mile section of Latimer Street would be $24, ,000. Under either the RPP, or PAP, program, the local share would be ; $4.00 per linear foot or $4,224.00. The local share may be paid by the residents of Latimer Street adjacent to the unpaved portion of road; by the residents of KingsborlpEstates; or by the County.
