. � �3~ Planning Board Member Shanklin: Said that a layman (referring to the letter from the Town of Hillsborough Planning Board) had said the package treatment plant would be insufficient; Mr. Shanklin asked if the expert (consultant from Charlotte) would clear up the question of its (the package treatment plant) efficiency. Mr. McCall : Said that since the letter writer was not specific as to the deficiencies in such a package treatment plant his only comment would be to reiterate his earlier statement, i.e., those "same State agencies which would regulate dis- charge from municipalities under the guidelines of the EPA in the Federal Government as well as the 5tate. The same agencies regulate it all so the effluent or dis- charged waters from a package plant would be equal to or better quality than anything that is going into the stream already." Mr. Shanklin: "So in your opinion, the package treatment plant would be suffiCient?" Mr. McCall: "Yes. It would have to be." Planning Board Member Gordon: Asked Mr' McCall if he didn't know what the . requ$rements would be how could he know the package treatment plant could meet them. Mr. McCall: Said that waste water could be treated to any degree that you wished. He added that "filtration is the key to it." Commissioner Willhoit: Noted that the County planned to solve the Efland Estates septic tank problem with a similar package treatment plant so there was no question , of such a plant's efficiency. He did, however, address a question to Planning Staff: . to wit, had the Staff ever looked into allowing package treatment plants as interim . solutions until water and sewer lines could be extended. Ms. Smith: Replied that such an interim solution had not been considered . specifically. With regard to this specific proposal, there was reluctance on the . part of the Staff to see "a number of package plants" placed there to serve the ` scope of the development. Staff preferred to see water and sewer lines extended to ' serve that development. Commissioner Willhoit: Reflecting that Mr. Freeland had indicated that when the , development reached a certain size he would tap on or extend the lines to serve the development. He wondered how large that size might be; what number of units might , make such a tie on feasible, Ms. Collins: Referred to previous discussions with Mr. Freeland and said that to dwelling units." He added this particular treatment plant would support "up ry l2� that "a twin" plant next to the proposed one would increase the capacity to 250 . dwelling units.
