Mr. McCall said there were oeveral . <br /> There were no further comments either for or against the proposed Land Use <br /> Plan Amendment. <br /> 0-2 Rezoning Request--James Rae Freeland <br /> Mr. Marvin Collins, Planning Director, made the presentation for the rezoning <br /> request to the Boards. He said the request is for the ten southernmost acres of <br /> ' this 149.3 acre tractto be rezoned from Rural Residential (R-1) to Residential-4 <br /> ' (R-4). To obtain this rezoning the Land Use Plan would have to be changed to <br /> ' Ten Year Transition (simply extending the present Ten Year Transition from 1-85 <br /> ' south to emcompass this area). Mr. Collins listed the criteria to change the <br /> ' designation (see abstract page attached to and part of these minutes on page =�o�-1 <br /> ' of this Book). Mr. Collins said the ten acre rezoning request by itself would <br /> ` have little impact; however, with the entire development there could be significant <br /> ' impact. Mr. Collins listed some concerns of the Planning Staff: 1) ability of the <br /> ' existing school system to handle the influx of students; 2) site accessibility <br /> ^ (turn lanes); and, 3) provision of water and sewer services for the site. <br /> • Ms. Pilkey asked that the letter from the Town of Hillsborough be read into the <br /> ^ record (previously cited); Mr. Irvin complied. <br /> Mr. Freeland asked to respond to the contents of the letter. Mr. Freeland said <br /> ^ he felt that the package treatment plant would be a reasonable alternative to tapping <br /> , onto Hillsborough's sewer lines until the development was large enough to justify <br /> " the expense of tap-ons. For the turn lanes, Mr' Freeland said the NC Department of <br /> " Transportation would be making recommendations to facilitate access to the site and <br /> ^ was unable to "make any commitment" without knowing Mr. Mills' (NCDOT) recommendations. <br /> ▪ Mr. Freeland continued saying that he planned to pave the interior streets and provide <br /> ^ open space for recreation; he had not given any thought, however, to placing utilities <br /> , underground. <br /> ^ Planning Board Member Lunsford: Asked if the entire area south of the railroad <br /> " track was to be zoned residential, <br /> ^ <br /> Mr Freeland replied that a portion of it was requested for industrial with the <br /> • area north of tne rvii'oad ccck to be zoned commercial . However, he added that <br /> • he would be willing to have the entire southern portion residential with the area <br /> • north of the railroad track industrial. <br /> • Ms. Lunsford expressed concerns regarding traffic safety in the area. <br />
