The unpaved portion is fairly steep and in poor condition for travel. <br /> NEED: Latimer Street extends from inside the corporate limits of Hillsborough to <br /> Kingsboro Estates subdivision within the extra-territorial limits of Hillsborough. <br /> The developer of Kingsboro Estates subdivision paved the streets within the <br /> subdivision, including a portion of Latimer Street which serves the subdivision. <br /> The Town of Hillsborough contracted with DDT to pave the one-tenth portion of <br /> Latimer Street which extends to the corporate limits after many requests from <br /> residents served by the road. The Town encumbered funds from Powell Bill monies <br /> to pay for this work. However, the General Statutes restrict the use of these <br /> funds outside of municipal corporate limits. Therefore, the Town could not use the <br /> funds to pave the remaining length of road within the Town's extra territorial <br /> area extending to the paved portion within Kingsboro Estates subdivision. <br /> The residents of Latimer Street and Kingsboro Estates presented the attached <br /> petition to the Town of Hillsborough at the Town Board's December 13, 1982 <br /> meeting requesting the Town to pave the unpaved portion of Latimer Street. The <br /> Town considered the item But referred the residents to the County for action. <br /> The Town also sent a letter to DOT endorsing the request for paving. DOT indicated <br /> in a letter dated December 21, 1982 that the road was eligible for paving through <br /> either the Participatory Paving Program (PRP) or Property Owners Participation <br /> Program (I'LlR). <br /> DOT maintains the entire length of Latimer Street including the unpaved two-tenths <br /> of a mile outside the Town's corporate limits. DOT has indicated that Latimer <br /> Street is considered to be a residential and subdivision street and, therefore, <br /> the unpaved section is only eligible for paving under either the Participatory <br /> Paving Program (t'.P.R) or the Property Owners Participatory Program (Bap). DOT <br /> estimates the cost to grade, drain and pave one mile of road is $120,000. The <br /> approximate cost to pave the two-tenths of a mile section of Latimer Street <br /> would be $24,000, Under either the PPP..or Rap. program, the local share would be <br /> $4.00 per linear foot or $4,224,00, The local share may be paid by the residents <br /> of Latimer Street adjacent to the unpaved portion of road; by the residents <br /> of Kingsboro Estates; or by the County. Payment by the residents adjacent to the <br /> unpaved portion of road could be made under either the P22. or ROP. programs, Payment <br /> by the residents of Kingsboro Estates or the County could be made only under the • <br /> P.O.?. program.
