Extension 349 <br /> To consider" approval of the Planning Board Rules of Procedure as required by <br /> Section 2.2.5- of the Zoning Ordinance. <br /> �IE.r7: The Planning Board has extensively revised its Rules of Procedure in conjunction <br /> with the revised Zoning Ordinance. The Zoning Ordinance requires that the <br /> Planning Board. recommend. anoiuvd.l of the Rules of Procedure and that the <br /> Board of County Commissioners approve. them. <br /> LACE: Approval of the Rules of Procedure by the Board of County Commissioners would <br /> allow the Planning Board to conduct its meetings and perform other duties and <br /> responsibilities in. accordance with rules which. are up-to-data and in accord <br /> with those under which the Commissioners. function .. The Planning Board has <br /> been operating under procedures which. were oreviously- adopted on April 18, 1977 <br /> ;, 'NDATION: The Planning Board. recommends. annravel_ of the Rules of Procedure. Changes have <br /> been made to the original draft based, on the discussion which occurred. at a <br /> joint meeting of the Planning Board and Board of County Commissioners held. <br /> on November 22, 1982_ The changes incorporate the following: <br /> 1. The Planning Director shall serve as Secretary to the Planning Board., The <br /> Planning Board Chair nay have the opportunity to review the minutes of <br /> Planning Board meetings prior to their Submission to either the Planning <br /> Board. or the Board of County Commissioners. (article FT-C) <br /> Previously-, the Planning Director might serve as Secretary or the Planning <br /> Board could anoint a. Secretary from within.n, or outside its membership. <br /> 2.. The Planning: Director she/7 not be eligible to vote. Previously, this <br /> was unclear, and the Planning Board felt this provision should be stated <br /> explicitly. (Article I'4--C) <br /> 3- The Planning Board voted to leave article '7I - Township Councils - as writhe <br /> until. an appointed subcommittee could study the section and bring back a <br /> recommendation concerning proposed revisions. <br /> 4. Each miler' shall vote "ves" or "no" except when excused by the Chair. <br /> The Chair shall, be entitled to the same voting privileges as any other <br /> member of the Board. <br /> Previously, members were to vote yes, no or abstain. The Chair could only <br /> vote in case of a tie. The Planning Board felt that a "yes" or "no" vote <br /> was desirable, but it felt some benefit should be given a member who <br /> was concerned about a possible conflict of interest.
