SITE DEVELOPMENT <br /> The program calls for the site to serve a dual function. The Headquarters <br /> Building relate directly to the public: adminstration, membership relations, <br /> billing, accounting, and data processing. The Operations Center incorporates <br /> the service functions and is not related to the public: warehousing, yard <br /> storage, line and service crews, operations management, engineering, and <br /> monitoring/disp .tching. The character of the site delimits these functional <br /> relationships naturally and well. <br /> The "public" side of the property occurs on the southwestern quadrant of the <br /> site, relating directly to N.C. 86. Visual glimpses up the slope introduces <br /> the building. A sign, of maximum allowable proportions, anchors the public <br /> entrance at N.C. 86 and identifies the corporation. The "service" side of <br /> the property is to the north and east, protected and screened off from the <br /> public by natural barriers . A sign of lesser proportions designates this <br /> entrance as private. The "public" side is open and inviting. The "service" <br /> side is visuall closed and protected by a security fence. <br /> Public access an'd service access has been separated. The road gently leads one <br /> p $ y <br /> into the site anld to the crest of the property where the building appears to <br /> rise up out of the ground. The road is designed to move naturally across the <br /> landscape, respecting the subtleties of the site that occur along the way. <br /> The service access occurs at the northern end of the property where the land <br /> is flatter. Theroad moves through a natural setting to a point where it enters <br /> into and becomes a part of the storage yard. From that point it continues <br /> around the eastern side of the property and into the warehousing yard. <br /> Public and personnel parking occurs on the "public" side of the property, <br /> being sited with respect to the contours and in a manner that retains as much <br /> of the natural character of the setting as possible. The building and land- <br /> scape are used t? physically separate and screen off the service side of the <br /> Operations Center. All service vehicles park in the warehouse yard. <br /> Power and teleph.ne lines enter the site from N.C. 86 and are installed under- <br /> ground to the building. The public drive, parking, and building will have night <br /> lighting that provides visual accessiblity and security, and will harmonize with <br /> the natural landscape. The service road, yard and warehousing area will have <br /> security lighting oriented to focus into the site. A 200' to 300' high radio <br /> antenna limited to PEMC's operation will be located on the highest point of the <br /> site, near the erehouse yard. Closed circuit television monitoring of the site <br /> is being considered. <br /> The building has been situated on the site in such a way as to take maximum ad- <br /> vantage of orientation and view. From N.C. 86, the view presents a low structure <br /> that appears to 8e an extension of the hilltop. The drives and parking have been <br /> slightly carved out of the land, letting the landscape get back to its natural <br /> state as quickly as possible. Offices have been placed along the southern ex- <br /> posure, inviting the sun and view. The warehouse, yard, and service road are <br /> orientated to the east, turning their backs to the winter winds and inviting the <br /> warmth of the winter sun. <br />
