SITE SEARCH & SELECTION <br /> In any business enterprise, management has to recognize when growth begins <br /> to outstrip existing spaces and when functional relationships are being <br /> sufficiently strained to endanger the efficiency of operations. Several <br /> years ago Piedmont Electric Membership Cooperation, because of growth and <br /> forecasts, recognized such was the impending situation for them. <br /> With a committment to remain a corporate citizen of the Hillsborough com- <br /> munity, a search was begun to locate property sufficient in size and char- <br /> acter to accommodate both their administrative and operations centers on <br /> a common site. Because the need included not only buildings but extensive <br /> yard storage a well, the site had to be large. Due to the service functions <br /> of the cooperative, the location had to be directly related to major traffic <br /> arteries. The site which PEMC seleceted was the only one available in the <br /> area that met 11 these criteria. Therefore the property was purchased and <br /> registered withl Orange County as the site for Office Building, Storage Yard, <br /> and Related Power Company Facilities on October 31, 1974. <br /> In March, 1975, the architectural firm of Keener and Williams, P.A. was <br /> commissioned f r professional services in developing the program for a new <br /> headquarters building and operations center, During the last half of 1975, <br /> PEMC conducted and analysis of its present and future needs, department by <br /> department. I 1976, activity concerning the new facility slowed, due to <br /> multi-million dollar transmission line contracts under construction. Begin- <br /> ning in 1977, PEMC and the architect began to solidify the program require- <br /> ments . In May, 1977 schematics were developed and applications submitted <br /> to the Rural Electrification Administration for review and approval. Between <br /> 1977 and 1980 refinements to the program and schematics were made, all the <br /> time keeping REA appraised and involved. <br /> In May, 1980, a Soils Engineer was engaged to perform seismic surveys in <br /> order to dete 'ne the predominance of rock beneath the surface of the site. <br /> Following that, revised applications and schematic drawings were presented <br /> to REA for review and funding. <br /> Satisfied that all aspects of the programs have been thoroughly explored, <br /> that the site mere than adequately accommodates the criteria, and that the <br /> necessary funding is available, PEMC has authorized Keener, Williams and <br /> Adams, P.A. to proceed as quickly as possible with design development <br /> documents. Following all necessary approvals , the architects have been <br /> instructed to pFoceed immediately with contract documents , with construc- <br /> tion to begin a early in 1983 as possible. <br />
