An office building to serve customers and a maintenance/ <br /> warehouse facility is planned. The 33.92 acre tract is proposed to have access <br /> only onto N.C. Highway 86, Traffic figures for that highway in 1981 were <br /> approximately 4,100 trips per day. The orange County Health Department has <br /> approved th€ lot for on-site sewage disposal, and a well is proposed. The site <br /> is wooded and the building is proposed to be set back from the road. The site <br /> is also located in the Orange Rural Fire District. <br /> IMPACT: The propert}* is located in a Rural Residential area as designated by the Land <br /> Use Plan. Fcjr the proposed use to conform to the Land Use Plan, the Harmon Young <br /> (H8-4) Commercial Activity Transition Node would need to be extended south <br /> along N.C. Highway 86 to encompass the site. The development intensity of <br /> the proposal! meets the minimums required for open space; pedestrian/landscape <br /> space and dales not exceed the maximum allowed floor area. <br /> COMMENDATION: The Planning Department recommends approval of the project with conditions , <br /> The Planning Board recommended that the Board of County Commissioners consider <br /> Piedmont Poer Company's application as a "Class A" Special Use Permit as <br /> indicated on page 4-13 of the Zoning Ordinance. The proposed use was considered <br /> to be similJr to public utility stations and substations, switching stations, <br /> telephone edchanges, and water and sewer treatment plants. The proposed use would be <br /> allowed in the Rural Residential (R-1) district under the special use permit <br /> procedure wthout changing the zoning classification. A decision regarding whether or <br /> not the proposal would require readvertisement would be left to the County <br /> Attorney, I! <br /> The PlanninEj Board reviewed the findings required for both the requested PD/OI <br /> designation and the findings required for a Class A Special Use Permit for <br /> a public utility.
