DRAFT <br /> AGENDA ITEM # 10: Recommendation on proposed change to the Land Use Plan <br /> for Piedmont Power Company. <br /> Kirk gave the following presentation: The applicant has <br /> requested a PD-4I designation from 33.92 acres located <br /> south of 1-85 on the east ;vide of N.C. 85 in Hillsborough <br /> Township to construct an office building and a maintenance/ <br /> warehouse facility. The tract is bounded on the north <br /> by Joppa. Oaks subdivision; on the east by Duke Forrest; <br /> on the south by the properties of David Jones; and on the <br /> west by Wood Brothers complex and property of Kendrick <br /> Estates Investment Corporation. <br /> The proposed change to the Land Use Plan would extend the Harmon <br /> Young (HB-4) Commercial Transition activity node south <br /> along the right-of-way N.C. 86 to ,encompass the Piedmont <br /> Power property. The proposed amendment to the Land Use <br /> Plan would allow the proposed use of the tract. <br /> The proposed change to the Land Use Plan would extend the <br /> Harmon Young (HB-4) Commercial Transition activity node <br /> south along the western edge of the right-of-way of N.C. <br /> 86 to the northern property line of the Piedmont Power <br /> property, west along said property line and continuing <br /> around the perimeter of the proerty, then north along <br /> the eastern edge of the right-of-way of N.C. 86 to the <br /> edge of the existing activity node. The requested change <br /> is reasonable given the nature of the proposed use. <br /> The proposal would not be incompatible with the existing <br /> development in the area. The site has adequate access <br /> via N.C. 86.. An on-site sewage disposal system and well <br /> are proposed to serve the facilities. <br /> The Planning Staff recommends approval of the requested <br /> change to the Land Use Plan. Staff will be reviewing <br /> and revising the entire HB-4 activity node at a later <br /> date as part of the annual work program. <br /> Boericke opened discussion expressing concern about "tail- <br /> like" extension of a node specifically called a commercial <br /> transition activity node in order to accomodate Piedmont <br /> Power. <br /> Lunsford expressed concern about the incompatibility of <br /> rezoning the residential area and possible future develop- <br /> ment of the area. <br /> Irvin noted that in drawing the activity node some property <br /> that is inapproriate for commercial and industrial uses <br /> was included and other more appropriate property was excluded <br />
