The reason there is no encroachment agreement is <br /> that DOT acquired rights-of-way in the area of concern in March <br /> T972 and the power poles existed before that date., After several <br /> discussions with Duke Power and DOT, it was determined the <br /> County should bear the cost of relocating the poles. <br /> ::.moacc: DOT will not accept improved streets unless power poles are re- <br /> located. The cost of relocation is 55,271 85.
