Recommendation: <br /> Delay consideration of extension of zoning until a decision is <br /> made on amending the Land Use Plan_ When the Zoning Ordinance is <br /> extended into Cheeks Township, the use of the "existing Commercial" <br /> and "existing Industrial" Classifications should be limited to those <br /> uses in place at the time of the Planning Staff's September, 1982 <br /> field survey. This should minimize .-pre-emptive'development, ire...:.. <br /> development,: that may be rushed to beat the effective date of the <br /> Ordinance. <br /> 3) Designation of Future. Reservoir Sites: <br /> The most controversial aspect of the Orange County Water <br /> Resources Task Force was its recommendation regarding protection of <br /> reservoir sites in Cheeks Township and, at the same time, providing <br /> for industrial development along the US 70 and 1-85 corridor. The <br /> Task. Force recommendation was to restrict development to the McGowan <br /> Creek sub-basin, and impose strict controls of development in the <br /> Seven Mile Creek sub-basin, a long standirtig potential water supply. <br /> Just prior to the August 23, 1981, Public Hearing on the Cheeks <br /> Land Use. Plan, the' NRCD Office of Water Resources released a report <br /> which indicated that an expanded Corporation Lake would have a yield <br /> essentially equivalent to the proposed Seven Mile Creek Reservoir. <br /> The implication should be obvious: If an expanded Corporation Lake <br /> were to be selected as the future water supply for Northern Orange <br /> County, the Seven Mile Creek site could be abandoned, opening up the <br /> Seven Mile Creek sub-basin for development. <br /> Although an expanded Corporation Lake, as an alternative to the <br /> Seven Mile Creek site, would solve a major part of the Water Resources <br /> Task Force's concerns, the expanded reservoir would still be adversely <br /> affected by development in the McGowan Creek sub-basin. The ideal <br /> solution would be to locate a. reservoir upstream of the confluence of <br /> McGowan's Creek. and the Eno River- A preliminary analysis indicates <br /> that such a site exists.. <br /> Recommendation: <br /> Authorize: the County Manager to have an engineering report pre- <br /> pared on the economic and geologic feasibility of an expanded Corporation <br /> Lake and upstream alternative reservoirs.. <br /> 4) Development of a Flan for Financing Water and Sewer Line Extensions <br /> from Hillsborough into Cheeks. Township: <br /> Recommendation: <br /> Request the County Manager to have an engineering report prepared on <br /> extension of Water and Sewer lines into Cheeks Township and to explore <br /> methods of financing the lines, Attention should be given to creation <br /> of a special tax district or other equitable means of financing in order <br /> that use of the.County's General Fund be avoided for this purpose. <br /> 4 <br /> If an alternative to the proposed Seven. Mile Creek Reservoir can be identified, <br /> then development in the Seven Mile Creek sub-basin will present less of a long <br /> term water quality problem. However, protective measures will need to be taken <br /> to protect Lake Ben Johnson as long as it is Hillsborough's primary water supply. <br /> In the event that the Seven Mile Creek Reservoir project is abandoned, then <br /> utilization of the County-owned property in this sub-basin might be considered <br /> as the nucleus for an industrial park site. This prospect should be considered <br /> by the Planning Board and the Economic Development Commission as they proceed <br /> with their deliberations.. <br />
