SYNOPSIS <br /> r Potential targe , areas for a Community Development Program in Orange County is the <br /> result of this study, as requested by Albert Kittrell , Director of Community <br /> Development for the Orange County Community Development Program. <br /> The study involv d a windshield survey of the entire County and a detailed windshield <br /> study of potential target areas in the townships. Additionally, 1980 Census of <br /> Population and Housing data were used to obtain information on the County and the <br /> 0 townships. <br /> Every township in Orange County was observed as a result of the survey. These <br /> townships are asp follows : <br /> 1 ) Bingham <br /> 2) Cedar Grove <br /> 3) Chapel Hill <br /> 4) Cheeks <br /> 5) Eno <br /> 6) Hillsborough <br /> 7) Little River <br /> As a result of sul-veying these townships several potential target areas were found. <br /> A detailed study was done on each target areas and a priority listing of the target <br /> areas were made acording to the magnitude of the community development needs . <br /> These target areas are listed as follows : <br /> 1 ) Councilville <br /> 2) Rencher Street <br /> 3) Cheeks/Miles <br /> 4) Rogers Road <br /> 5) Efland S <br /> 6) Efland C <br /> 7) Efland A <br /> 8) Colonial Hills <br /> 9) Byrdsville <br /> Councilville and Rencher Street Areas, which are located in Chapel Hill and Hillsborough <br /> Townships respectiely, are first and second on the list because of the highest <br /> degree of deteriorlted dwelling units and the magnitude of their community <br /> development needs (i ..e. trash dumping, inadequate bathroom facilities , poor roads <br />
