He replied yes, since it would serve a large number of <br /> ►. people. He posed the question for the County Attorney, Mr. Gledhill, if the <br /> '. Board "could approve the rezoning subject to the provision of Public Water and Sewer." <br /> ). Mr. Collins explained his reasons for the question thusly: That such <br /> i. conditions are applied during the development process, through the Subdivision <br /> }. Ordinance Procedures, and not tied to the rezoning. Mr. Gledhill concurred with <br /> 1. that interpretation. <br /> Commissioner Walker moved to approve the rezoning for R-1 to R-4 provided <br /> public water and sewer are provided during the development process. The Board discussed at length the issue of Wild, Non-domestic or Exotic <br /> Animals; areas covered were ban as opposed to registration, grandfathering of <br /> existing animals, and USDA. jurisdiction. <br /> Commissioner Marshall said she would like to have an Ordinance drawn up <br /> banning such animals for comparison.with other ordinances, i.e_ permitting/regulating. <br /> • Commissioner Willhoit said he would like an ordinance,modelled on the St. <br /> • Louis ordinance, drawn up by the end of March grandfathering those animals that <br /> O. are registered and addressing the issues of licensing, insurance, responsibility <br /> 1. for recapturing animals and prohibiting commercial activity. <br /> 2. Commissioner Walker suggested an ordinance be drawn up regulating such <br /> 3. animals and following the public zoo guidelines; that the owners be properly <br /> 1.. trained; that there be no trading, no breeding, no selling for profit; the handler <br /> ,5. be trained; cages be inspected monthly; owners be equipped with a tranquilizer gun <br /> 16. and a gun to kill if necessary.. <br /> 17.
