Within the portion of the Joint Planning Area designated <br /> "University Lake Watershed": a minimum lot size of five (5) <br /> acres without stormwater management measures and a <br /> minimum lot size of (2) acres with stormwater management <br /> all <br /> measures. The following performance standards apply <br /> lots: (1) two drainage fields; and (2) appropriate setbacks, as <br /> well as any other performance standards that may be <br /> necessary. <br /> D. Standards for land and structure uses in the Joint Planning Area <br /> will be in accordance with the Joint Planning Area Land Use Plan <br /> and zoning ordinances of the Towns and County. <br /> E. Standards for roads and streets will be in accordance with the <br /> Chapel Hill-Carrboro Transportation Plan. <br /> F. Standards for police and fire services. (Reserved) <br /> G. Within the Joint Planning Area the specifications and standards for <br /> OWASA are accepted by the governmental units as the development <br /> standards for water and sewer services. <br /> ARTICLE 3. WATER AND SEWER EXTENSIONS. <br /> The planning and extension of water and sewer services in the Joint Planning <br /> Area shall be accomplished in conformance with the following general principles: <br /> A. Water and sewer extensions shall be made in a manner which <br /> conforms to the Joint Planning Area Land Use Plan. <br /> B. Water and sewer extensions outside the corporate boundaries of the <br /> Towns shall be made within the timing and locational framework <br /> provided for in the Joint Planning Area Land Use Plan categories: <br /> Joint Planning Area: Ten Year Transition <br /> Joint Planning Area Twenty Year Transition <br /> Joint Planning Area: Rural <br /> Joint Planning Area: University Lake Wateshed <br /> C. Water and sewer extensions shall be considered in light of the <br /> policy of the Towns and County to promote infill development in <br /> the Towns. Extensions of the water and sewer lines in the Joint <br /> Planning Area is most appropriate in the Joint Planning Area <br /> designated Ten Year Transition, first and the Joint Planning Area <br /> designated Twenty Year Transition, second. Extensions of water <br /> and sewer lines in the Joint Planning Area designated Rural and <br /> University Lake Watershed shall be discouraged, provided, however, <br />
