In discussions that I <br /> have had with various people involved in the Joint Planning <br /> deliberations there have been two major concerns which the <br /> earlier versi ns of the Joint Planning Agrement did not address <br /> adequately. Tamei.y, OWASA's participation as a legislative <br /> body and assurance that the County would not approve developments <br /> that would no be inconformity with the long-range goals of the <br /> Towns . Therefore, the version of the Joint Planning Agreement <br /> that is attached does not include OWASA as a voting member of <br /> the Joint Planning Commission. <br /> My recommendation on the Joint Planning Agreement follows : <br /> Adopt fn principle the attached agreement with two modifications : <br /> 1--Include OWASA as a non-voting, ex officio member of the <br /> Joint Planning Commission; <br /> 2--Change the courtesy review to joint approval by the County <br /> and Town(s) in the Joint Planning Agreement. <br /> Further, that upon approval by the Towns, the Joint Planning <br /> Commission be appointed and charged with developing, in con- <br /> junction with the planning staffs, memoranda of agreement with <br /> OWASA to ensure cooperative planning for water and sewer exten-- <br /> sions. land the dmini Ct'ra -4,7. mc.nl,a - n .'., .c..« ....,.... --- <br />
