'Public Hearing: yes Tx no <br /> Atbachatent(s) : Infoxma n °3 tact:COMMISSIONER WILLHOIT <br /> JOINT PLANNING AGREEMENT <br /> Phone Number. 732-51$1 ext. 505 <br /> PCTRPCSE: To consider a revised proposal to establish a method whereby <br /> coordin,ate4 and comprehensive planning may be provided for in <br /> the Orange' County-Chapel Hill.-Carrboro Joint Planning Area. <br /> Nom: In February of 1982, a final draft of the Joint Planning Agreement <br /> was completed by a committee composed of representatives of Orange <br /> County, Chapel Hill, Carrboro and OWASA. The draft was sent to the <br /> attorneys lof each governmental unit in March of 1982 for comment <br /> and was subsequently revised in April of 1982 to reflect their <br /> concerns . Further discussions between the County Manager and Town <br /> Managers in November of 1982 resulted in additional revisions , <br /> Comnmissionjer Willhoit has had further dicussions with various <br /> people involved and recommends further revisions . <br /> IMPACT: The revisd proposal would establish a designated joint planning <br /> area withip which development standards of the Towns and OWASA <br /> would be established and enforced. <br /> See attach d memorandum. <br /> RECOMMENDATION: <br /> Adopt in prnciple the attached agreement with two modifications : <br /> 1--Inclp.de OWASA as a non-voting, ex officio member of the <br /> Joint Planning Commission; <br /> 2--Change the courtesy review to joint approval by the County <br /> and Towi(s) in the Joint Planning Agreement. <br />
