In light of the <br /> proposal contained in the Carrboro plan, some question exists _ - - <br /> as to whether the benefits of inspecting (on paper and/or in <br /> ,. the field) every site would exceed the cost of such inspections <br /> aid who will pay the additional expense if brought on by <br /> e panded inspection demands. Some question exists also as to <br /> ' h w effective these measures would be, since little attention <br /> has been given to erosion"sediment controls on agricultural <br /> ]and (exempt by statute) , much of which is located beyond <br /> Carrboro's jurisdiction. <br /> oning is one of the most effective means of maintaining <br /> water 'quality and is part of Carrboro's watershed protection <br /> Plan.
