Consideration of house numbering systems already established <br /> in Chapel Hill, Carrboro , Durham, etc, to avoid conflicting <br /> number'i lg <br /> 5. Changes in existing road signs where numbers have not been <br /> establi, hed., <br /> Recommendations <br /> My basic recomm ndation would be to postpone any effort towards <br /> establishing a ouse numbering system until accurate, up-to-date <br /> aerial maps are available. Such maps are indispensable in the <br /> identification nd numbering of dwelling units . The staff also has <br /> a number of projects scheduled for the remainder of this fiscal year <br /> and cannot devo e time to this effort. <br /> If any efforts are to be made, I would suggest the following : <br /> 1. Establish a House Numbering Advisory Committee composed of <br /> County representatives, postal officials, private citizens. :. <br /> and municipal officials to work on preparing guidelines <br /> for a working system. <br /> 2. Employ a summer intern in the Planning Department who would <br /> work.. with the Committee in developing a report on the system. <br /> 3 . Present the report to all participating organizations for <br /> approval . (Note; Durham County has established a county-wide <br /> system si some assistance may be available from that source) . <br /> 4. Include the implementation phase in the work program for <br /> fiscal y�ar 1983-84 and seek to initiate the system on a <br /> limited basis; i.e_ , in more densely populated areas of the <br /> county . Expansion to more rural areas could come later. <br /> If a report is prepared , it should present the basic framework within <br /> which the system is to operate . The numbering of specific "blocks" <br /> can be accomplished, and recommended procedures for assigning specific <br /> house numbers can be included. Recommendations on the implementation <br /> phasing can alsolbe addressed. The importance of this approach and <br /> agreement by all parties involved is that each agency will operate <br /> within the same guidelines . One system will apply to all rather than <br /> having eight to ten different and distinct systems . <br /> Finally, I would strongly urge that final administration of the system <br /> be given to the postal authorities . People generally think of the post <br /> office when needing house numbers, and I think it is practical to <br /> leave this function with them. The Planning Department can offer support <br /> in the development of the system, but administration on a day-to-day <br /> basis is time consuming and not a proper function for a "planning" <br /> organization.
