r <br /> GENERAL ASSEMBLY OF NORTH CAROLINA SESSION 1 983 <br /> 1 for Capital improvements 30,000,000 <br /> I (., <br /> 2 GRAND TOTAL GENERAL FUND <br /> 3 CAPITAL IMPROVEMENT <br /> $ APPROPRIATION $165,000,000 $130,000,000 <br /> 5 Sec. 160 The capital funds appropriated to the <br /> 6 Department of Administration in Section 15 of this act for the <br /> 7 construction and improvement of wastewater treatment works, <br /> 8 wastewater collection systems and water supply systems shall be <br /> 9 administered by the Department, which shall be responsible for <br /> 10 the disburse ent of the appropriation. The Department of <br /> 11 Administration, in conjunction with the Department of Human <br /> 12 Resources' Di ision of Health Services, the Department of Natural <br /> 13 Resources and), Community Development, and the Department of <br /> 14 Commerce, is eI powered to adopt rules and criteria necessary for <br /> 15 the allocation and disbursement of funds and the performance of <br /> 16 other administrative duties pursuant to this section. However, <br /> 17 no rule or cr teria adopted by the Department of Administration, <br /> 18 the Division f Health Services, the Department of Natural <br /> 19 Resources and Community Development, or the Department of <br /> 20 Commerce, indi idual]y or collectively, shall become effective <br /> 21 until approved by the Governor after consultation with the <br /> 22 Advisory Budgelt Commission. <br /> 23 In allocating funds pursuant to this section, the <br /> 24 Department of Administration shall conform to the same principles <br /> 25 of allocation as contained in Chapter 993 of the 1981 Session <br /> 26 Laws. <br />
