G.S. 105-164.4, 105-164.6 and 105-164. 10 are <br /> 18 each amended by deleting the phrase "three percent (3%) ' each <br /> 19 time it appears and inserting in lieu thereof the phrase "four <br /> 20 percent (4%) “. <br /> 21 Sec. 2.
