CAROLINA SESSION 1983 <br /> 1 Whereas, North Carolina stands to lose hundreds of <br /> 2 millions of dollars in available federal highway aid without <br /> 3 sufficient nonfederal matching funds; and <br /> It Whereas, many of the facilities used by State <br /> 5 governujent, including prisons, in,titutions for the mentally ill, <br /> 6 tetarded, handicapped, and disturbed, and classrooms in the <br /> 7 State's University Systems, were originally constructed prior to <br /> 8 World War 11, and some prior to World War 1, and are plagued by <br /> 9 leakin roofs, faulty wiring and plumbing; and <br /> 10 Whereas, ;the State's average family of four, with a per <br /> 11 capita .ncome of five thousand eight hundred dollars ($5,800) per <br /> 12 year, Ipendss some three thousand three hundred 03,.300) annually <br /> 13 for in-home consumption of food; Now, therefore, <br /> 114 The General Assembly of North Carolina enacts: <br /> ,{t 15 PART I. <br /> 16 Revenues. <br /> 17 Section 1,. G.S. 105-164.4, 105-164.6 and 105-164. 10 are <br /> 18 each amended by deleting the phrase "three percent (3%) ' each <br /> 19 time it appears and inserting in lieu thereof the phrase "four <br /> 20 percent (4%) “. <br /> 21 Sec. 2.
