T.s,4. �r <br /> +a..+rw.:.G.. <br /> GENERAL ASSEMBLY OF NORTH CAROLINA SESSION 1 983 <br /> 1 Whereas, many of the State's water and sever facilities <br /> .2 are operating at full capacity, further retarding economic growth <br /> 3 and local tax bases; and <br /> 4 Whereas, many local water and sever facilities have been <br /> 5 in use for 30Ito 50 years and are plagued by leaking lines and <br /> 6 aging treatment plants; and <br /> 7 Whereas, over one billion dollars ($1,000,000,000) is : <br /> 8 needed to rem dy local water and sewer problems; and <br /> 9 Whereas, many of the State's municipalities are being <br /> 10 forced to raise their existing water and sewer rates to their <br /> 11 citizens with increased frequency; and <br /> 12 Whereas, some thirty percent (30%) of the teaching <br /> 13 • stations in NollFth Carolina' s two thousand public schools have <br /> 14 been in use follc over 35 years; and <br /> (l <br /> 15 Whereas, some two billion dollars ($2,000,000,000) is <br /> 16 currently needed for repairs to and replacement of the State's <br /> 17 public school facilities; and <br /> 18 Whereas, the new career opportunities for the State's <br /> 19 future employeles enrolled in the Community College System depend <br /> 20 upon the -students being trained with the latest technological, <br /> 21 industrial, scientific and laboratory equipment; and <br /> 22 Whereas, much of the instructional equipment used in the <br /> 23 Community _.Collleges is over 40 years old or -was used -when • <br /> 2h originally acgi�i.red; and . <br /> uhoreis, North Carolina's agricultural, retail trade and <br /> 20 manufacturing.. economy depends upon the best possible Av=mom ^,P <br />
