-7- <br /> 2. Feeling has been expressed that government has no right to <br /> interfere with animals kept as pets. There is even the threat <br /> y some owners to not cooperate with a ban but to instead hide <br /> heir possession. <br /> 3. Iardship would result if the owners were not allowed time to <br /> relocate the animals. Some testimony was given that even with <br /> adequate time there would be problems in.making transfers as <br /> Many of the animals do not come from quality breeding stock. <br /> B. Regulation Approach <br /> Adva tapes <br /> I. This too would enable safeguard of the public. <br /> 2. It has the support of animal owners even to complying with licensing, <br /> registration and inspections. <br /> 3. Ample legal basis exists. <br /> Disadvantages <br /> 1. There are many levels of regulation that could be mounted with dif- <br /> ering costs. If either the Chatham or Craven County Ordinances <br /> Were adopted, cost would be higher than the $17,000 or County enforce- <br /> ment would overlap with State and Federal enforcement. <br /> 2. regulation of wild animals is not a traditional County function <br /> nor is it one which counties should be expected to perform since <br /> the expertise required is so high relative to the number of animals <br /> to be regulated in any one jurisdiction. <br /> 3. There are no good model ordinances to go by. <br /> 4. Since Orange County's chief problem relates to animals being kept <br /> in homes lying in highly populated areas, it could take a adminis- <br /> trative warrant to carry out an inspection. <br /> 5. The cost to modify a home to meet requirements would be prohibitive <br /> to most if not all owners. <br /> 6. Tjt would take time to develop the ordinance and staff capability <br /> for implementation. <br /> 7. Municipalities would need to follow the County in adopting ordinances <br /> for all Orange County citizens to be protected. <br />
