{ <br /> One can almost define harmless eccentrics and dangerous eccentrics by <br /> whether they keep one or more-than-one dangerous carnivore pet. <br /> Essential) Facts: 1) Lions, Tigers, Bears (and Leopards and Jaguars) <br /> are dangerous pets <br /> 2) Dangerous pets can, with sufficient care, effort and expense, <br /> be kept in residential areas. <br /> 3a) Some very few people in Orange County keep dangerous pets <br /> safely and humanely. <br /> 3b) Some, even fewer, people to not have a good record with <br /> safety. <br /> Your problem is how to assure the safety and peace-of-mind of many <br /> Orange County votors of child-bearing age, and How to avoid needlessly <br /> restricting fiche civil rights of a few taxpaying eccentrics who like to keep <br /> dangerous pets and most of whom house that pet safely and humanely. <br /> I would rge you to find some way to address any specific danger found at <br /> Mr. Green's remises by referring the problem to several organizations charged <br /> with enforci g several different kinds of regulations. For example: <br /> The U.S. Department of the Interior - Endangered species specialists <br /> U.S. Dept. of Agriculture - Safety of cages <br /> N.C. Fish and Wildlife <br /> NC Humane Federation - Humane housing for Animals <br /> State and County ordinances on Maintaining a Public Nuisance <br /> Many ind'viduals who spoke at the Jan. 18th meeting of the Commissioners <br /> tried to distract you with discussions of endangered species and philosophical <br /> questions of whether animals should ever be kept in cages. These are, of <br /> course, irrelevant.
