084 <br /> Z uest 1981 <br /> ORANGE COUNT MOUSING ASSISTANCE PAYMENTS PROGRAM ADMT ISTRATIVE PLgAN <br /> Ii OVERALL APPROACH AND GENERAL OBJECRXS <br /> The overall objective of the Orange County Housing Assistance Payments Program is <br /> to assist as many families as possible, to live in standard housing, when those <br /> families could not otherwise afford to do so. This is a program for Orange County <br /> residents. Applicati ns taken from outside of the county area are accepted and <br /> treated in the sa a miinner as those from Orange County residents. However, certi- <br /> ficates from other ties are not transferred. This decision is based on the <br /> long waiting <br /> land the limited supply of moderate, standard, 'rental housing <br /> in Orange County. <br /> The program is known es the Orange County Housing Assistance Payments Program. <br /> Effort has been made to emphasize that, while it is administered by the Chapel Hill <br /> Housing Authority, the program is an Orange County program. A telephone line is <br /> ,t,.. maintained that can be used county-wide. Separate letterhead, checks, etc., using <br /> an Orange County <br /> l , and an off ice centrally located in Hillsborough, help project <br /> an image of a amity-wide program. <br /> Orientation of planers and inspection staff of Orange County, Hillsborough, Carrboro <br /> and Chapel. Hill was an important first step in this county wide effort. Cooperation <br /> was established and is maintained with all Social Services agencies in Orange County. <br />
