For the Board to consider designating a representative to serve on a two-person Board to consider policy decisions or to hear formal complaints. NEED: Pursuant to HUD regulations, Section B Housing Programs- must be administered in accords ce with an administrative plan adopted by the governing body of the housin authority. The current administrative plan for the Orange County Housing Assistance Payments Program, formulated in 1976 and revised in 1981 , requires f'rther revision as some of the elements of the plan are no longer applicable On March 8 11983, the Board of Commissioners of the Chapel Hill Housing Authority approved the attached revisions and are forwarding them to the Orange County Board of Commissioners for its approval . Revisions #1 , #3, #4, #5, and #7 are needed to reflect changes in federal regulation , the Section 8 administrative budget and administrative pro- cedures. Revisions .'2, #6, and #8 address the currently dormant "Multi-Jurisdictional Board" whi h was established to make policy decisions and hear grievances. Following its creation in 1976, this Board met, at first, quarterly and then less frequently as it became apparent that there was little for the Board to act upon.
