- . <br /> Cb . <br /> AN OR NANCE REGULATING THE KEEPING OF WILD AND DANGEROUS <br /> ANIMALS WITHIN ORANGE COUNTY <br /> WHEREAS, the board of Commissioners is concerned for the safety and welfare <br /> of all of the citizens of Orange County and desires to enact an ordinance <br /> regulating the keeping of wild animals in Orange County pursuant to Article 6 <br /> of Chapter 153A of the General Statutes of North Carolina. <br /> NOW, 'H*EFORE, BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF ORANGE <br /> COUNTY as fo lows: <br /> Section 1. Definitions. As used hereinafter, the followin: terms <br /> shall mean: <br /> Directorj: The Director of the Orange County Health Department. <br /> Board: IThe Board of County Commissioners of Orange County. <br /> Wild or Dangerous Animal: The term applies to species of animals not <br /> considered domestic, specifically, all felines (other than the domestic house <br /> cat), nonhum n primates, bears, wolves, coyotes, reptiles (poisonous, crushing <br /> and giant), chid any crossbreed of such animals which have similar character- <br /> istics of the animals specified herein. In order to properly administer the <br /> provisions of this section, the Board may add to or remove from the classifi- <br /> cation of non-domestic animal any bird, mammal, reptile, aquatic and <br /> amphibious forms, or other members of the animal kingdom. Additions to the <br /> list may be made only if the Board determines, after public hearing, that such <br /> • species because of habit, mode of life or natural instinct is incapable of <br /> being domesticated, requires the exercise of art, force, or skill to keep then <br /> safely in subjection, and would create a reasonable likelihood of hazard to the <br /> public. Each determination by the Board as to additions or deletions shall <br /> become effec ive upon approval. <br /> Owner: Any person, firm, or corporation who keeps, has charge of, ' <br /> shelters, feed, harbors, or takes care of any wild or dangerous animal in <br /> Orange County. _ <br /> Permittee: Any individual or corporation who has been granted a permit <br /> to keep, shelter, feed, harbor, or take care of any wild or dangerous animal <br /> in Orange County. <br /> prima Enclosure: Any metal building, wire cage, paddock, pen or <br /> similar encl `sure designed and used for the purpose of restraining and confining <br /> any animal, the keeping of which is regulated by this ordinance. All such <br /> enclosures shall be constructed and maintained according to the standards set <br /> out in the apendix of this ordinance entitled "Standards for Primary and <br /> Secondary Encilosures of Wild or Dangerous Animals". <br /> Secondary Enclosure: Any enclosure which is not used for the primary con-- <br /> confiiement,;exercise or training of wild or dangerous 'ariimals. Each person, firm, <br /> or corporation keeping any wild or dangerous animal shall construct and maintain <br /> continuously a secondary enclosure encompassing the complex of primary enclosures <br /> where such animals are kept. This secondary enclosure will be constructed and <br /> maintained according to the standards specified in the appendix and depending <br /> on the animals kept. <br />
