To consider alternative approaches to controlling such animals. <br /> NEED: Per Board directive, "larch 7, 1983, ordinances have been prepared which reflect <br /> the alternative approaches which have been under consideration. <br /> The first is a version to prohibit the possession of all wild or dangerous <br /> animals, save those exempted. It consists of 5 sections (definitions, pro- <br /> hibition, exemptions, enforcement beginning within 120 days of adoption, <br /> penalties and severability). <br /> The second is an ordinance for regulating the animals with or without some <br /> level of grandfathering. It consists of 8 sections (definitions, primary <br /> and secondary enclosures required, permit required, exemptions , animals at <br /> large prohibited, enforcement, penalties , and severability) . Separate <br /> stipulations are given to require, among other thinns: <br /> 1. Prohibition against trading, breeding, selling or bartering the <br /> (animals or their cages or equipment. <br /> 2. Equipment and chemical necessary to tranquilize. <br /> 3. lability insurance of S10O,0O0 or bonding. <br /> 4. vidence of the owner or permittee having been trained and <br /> experienced in the care and handling of the animals. <br /> 5. Facilities meeting standards. (These standards are still <br /> under staff review and development and should be ready for <br /> distribution at the March 28 meeting of the Board) . <br /> 6. Permit revocation in the event of an escape because of negligence. <br /> 7. Owner liability for any expenses stemming from an escaped animal . <br /> 8. Periodic inspection of enclosure and as deemed necessary by <br /> Health Director. <br /> 9. Payment of inspection fees as set and as may be annually adjusted <br /> by the Board of Commissioners. <br />
