It has assumed <br /> the role of "permitting authority", establishing through the special use permit <br /> procedule necessary safeguards to secure the public health, safety and welfare. <br /> For this reason, Condition #2 should stand, making it encumbent upon the - <br /> applicant to secure necessary easements for control of the approach-departure <br /> zone. <br /> Condition #4 should stand, if the Orange Grove Rural Fire Department feels it <br /> is necessary to provide adequate protection, pending a re-evaluation of the <br /> access problem by fire/rescue personnel . <br /> Condition #7 should stand as well , pending development of the airport and the <br /> establishment of records as to demand forrfllght training. If the demand does <br /> not exceed the established limit, there is no need for modification of the <br /> condition. <br />
