; i ' 2'I'•: r m
,. :. .. .. ;. .: ,l h 104
•
Deletion of the access road requirement would result in increased response
time for fire protection purposes. The necessity of such access; however, —
was grey er fii4protection of the initial airport proposal ; i .e. airpark,°!.,r. -
includin the airport as well as offices and warehouses.
Deletion of the 5o% limitation on flight training may increase the number
of "tout and go" passes made to practice landing manuevers. An increase
in noise; would occur and create a nuisance problem.
RECOMMENDATION: It has i een the County's policy not to take a direct interest in the development
of airport facilities, either through specific regulations such as airport
hazard zoning or through construction of a public facility. It has assumed
the role of "permitting authority", establishing through the special use permit
procedule necessary safeguards to secure the public health, safety and welfare.
For this reason, Condition #2 should stand, making it encumbent upon the -
applicant to secure necessary easements for control of the approach-departure
zone.
Condition #4 should stand, if the Orange Grove Rural Fire Department feels it
is necessary to provide adequate protection, pending a re-evaluation of the
access problem by fire/rescue personnel .
Condition #7 should stand as well , pending development of the airport and the
establishment of records as to demand forrfllght training. If the demand does
not exceed the established limit, there is no need for modification of the
condition.
