The letter from Mr. John Worthen, <br /> attorney for the developers, contains the response of the developer to the <br /> conditions imposed. Three of the conditions are the subject of the Public <br /> Nearing• Condition #2 has to do with the approach/departure zone to the <br /> runway. 1 Condition #4 has to do with the fire access requirement to the property <br /> from Ter Road. Condition #7 has to do with the limit placed on the number of <br /> training flights allowed at the airport. <br /> PCT: Orange ,:ounty's role has been that of a permit agency, reviewing and approving <br /> plans f r the development of public/private airports. it has not attempted to <br /> assist uch developments through "hazard" zoning to control noise, structure <br /> height, etc. , nor has it attempted the acquisition and development of a public <br /> airport. it has provided a review function rather than intervening directly <br /> in such a development . <br /> One implication of modifying Condition #2 might be to alter the County's role <br /> and increase its involvement in airport development.
