Th e Sheriff has requested the hiring of a deputy who is the son of one of the NEED: full-time matmns The Personnel Ordinance Article VIII, Section 8 places a limitation on the employment of relatives. It states that ''nmrej than nne mem br e of an immediate family will not be employed at the same time if such employment his immediate family," While the provision would result in an employee directly or indirectly superv`��no a member visinn does not totally pre- clude the hiring of family members within a department, County personne practice has been to discourage such practice. Therefore the Manager dis- approved the hiring request. In accordance with General Statute l53A-103 a Sheriff has an appeal right to the Board of Commissioners which he is exercising by this request. The Statute states: Each Sheriff and Register of Deeds elected by the people has the exclusive right to hire, discharge, and sumervise the employees in his office. However, the Board of Commissioners must approve the appointment by such an officer of a relative Y b blood or marriage of nearer kinship than first cousin or of a person who has been convicted of a crime involving moral turpitude. RECOMMENDATION: As the Board decides.
