Besides having the effect of placing more personnel in the <br /> field during each shift there is increased demand for Sheriff vehicles being <br /> in nood operating condition. An obstacle to this is the advanced age and <br /> mileage of the 15 current vehicles which was only partly alleviated by the <br /> replacement of 4 units planned under the 1982-83 budget. <br /> The need exists for replacing more than the 4 units, because of condition, <br /> and raising the total available vehicles to 19: <br /> 9 for patrol - 7 regular manning and 2 for extra coverage on <br /> non-court days <br /> 3 for supervisory personnel <br /> 2 for civil process <br /> 2 for back-up for downtime <br /> 1 for van for prisoner transport <br /> 2 for ABC enforcement <br /> The Sheriff makes the following proposal to do this: <br /> 1. Dispose of the 3 court-confiscated vehicles and accept the 2 ABC units, <br /> 2. Replace vehicles number 2, 5, 6 and 7 with the capital funds budgeted <br /> for replacement. These units will have mileage exceeding the criterion <br /> amount by the time the new units are delivered in March 1983. Retain <br /> 2 of the older units for back-up. <br /> 3. Replace vehicles number 8, 9, 10 and 15 (respective odometer readings <br /> are 99,676, 107,478, 94,521 , 120`168) now by securing 4 used highway <br /> patrol units. Cost would be $3,000 each for 1979 Chevrolet 4 door <br /> Impala units with 60,000 to 65,000 miles. See Sheriff memo of December 8. <br /> The effect of the changes would be to increase the fleet to the desired number (19), <br /> eliminate high-cost confiscated units and upgrade 8 existing units. <br /> IMPACT' Cost would be S12,000 for the used Highway Patrol units. Part of this cost <br /> IMPACT: would be offset by the salvage value of the units replucnd. <br /> Operating cost should not be greater on the 4 units' However an unknown factor <br /> is the effect of increased total miles that will be driven by all Sheriff vehicles <br /> stemming from the increased emphasis on patrol. Some of the cost will <br /> be mitigated by the Sheriff's willingness to rotate the cars being driven. <br /> RECOMMENDATION: <br /> Approve the purchase of the 4 Highway Patrol units with source funds to come <br /> from transfer from the contingency account and salvage value proceeds to be <br /> credited back to that account. <br />
