• .
0,11 OLD U.44_79 CITY OF DURHAM
NORTH CAROLINA
OFFICE OF THE CITY MANAGER
II 0 CITY HALL PLAZA
p*nrw | 919+03-0222
July 27, 1982
Chairman Mr. Richard E. Whitted,
Orange County Do,4rd of Commissioners
106-E. Margaret iane
Hillsborough, Notth Carolina 27278
!subject: Durham Transportation Study
As a result of tlie 1980 Census, the Durham urbanized area was extended to include
the Towns of Chaim]. Hill and Carrboro and portions of orange County. For urbanized
areas of over 50j000 population, Federal Law requires that a cooperative, compre-
hensive, and con
planning requirements, it is necessary that the transportation planning study area
and planning organization in the Durham urbanized area be extended to include
Chapel Hill, Cariboro, and portions of orange County.
The planning orgnization and transportation planning responpibility in the Durham
urbanized area currently is specified in a 1975 Memorandum of Understanding (KOU)
approved by the City of Durham, Durham County, and the North Carolina Department
of Transportatiol. The mou established a Transportation Advisory committee (TAC)
to act in an adv, sory capacity as related to the direction, control, and super-
vision of the po;icy, planning, and technical activities which comprise the
cooperative, comOrehensive, and continuing transportation planning process. The
TAC is composed Of representatives from the Durham City council, Durham county
Board of Commissioners, and North Carolina Board of Transportation.
In order to update the HOU to include Chapel. Hill, carrboro, and orange County,
I would appreciae your appointing a representative from your County commissioners
to work with theITAC on a revised MOD for the larger urbanized area that can then
be recommended to the participating agencies for their approval. Your assistance
in this regard will be sincerely appreciated.
A. Carroll Pledger, Chai7A
Durham Transportation Adiiisory Cammittee
ucp:js
cc: mx Kenneth R.
