Vote: Ayes, 5; noes, D. <br /> 8-10 Lease Agreements: Cedar Grove Day Care, Hyconeechee Regional Library <br /> and Health Department at Carr Mill Mall <br /> Commissioner Nillhoit suggested an addition to the Hyconeechee Library <br /> ' Lease; that Section 7 on page 10 should have a (K) to the effect that fire doors <br /> ' are not to be blocked. <br /> Commissioner Nillhoit moved, seconded by Commissioner Marshall, to approve <br /> ' all three leases with the one change noted and to authorize the Chair to sign them <br /> Vote: Ayes, 5; noes, O. <br /> A property matter, originally to be discussed in executive session was, <br /> on the advice of the County Attorney, considered in open session. <br /> Assistant County Ma nager Bill Laws told the Board that the C oun ty <br /> was <br /> deeded a piece of property behind the Courthouse by Ms. Annie Riley Obie but that <br /> she retained a lifetime use of the property. Ms. Obie has deeded, through her <br /> daughter Naomi Riley Bell, her interest in the house sited on the property to <br /> ` M• r. John Sealye, Nr. Sealye wishes to remove the house from the property and <br /> ' r• estore the house for historic purposes. Mr. Laws told the Board that since the <br /> County owns the property it must in accordance with General Statutes dispose of <br /> ' p• roperty in one of th ree ways: 1) sealed bid; 2) pu bli c auction; and, 3) negotiated <br /> ' o• ffer with upset bid. <br /> Mr. Sealye asked that the County make an exception in this particular <br /> instance since he had estimated about $8,000 to move the house, much more than <br /> ' i• t is worth. Chairman Whitted told Mr. Sealye that the County does not have that <br /> ' f• lexibility under North Carolina General Statutes, <br /> Chairman Whitted continued saying, the County Attorney should do two things: <br /> ' 1• ) establish a procedure for determining the County's interest in the house; and` 2) <br /> ^ o• btain from Ms. Obie a release of her interest in the real property. <br /> Commissioner Willhoit moved, seconded by Commissioner Lloyd, to have the <br /> ' A• ttorney accomplish (1) and (2) above and to dispose of the house via a negotiated <br /> o• ff"' '..!th upset bid; removal of the house contingent upon its being restored for <br /> ' h• istoric purposes. Vote: Ayes, 5; noes, O. <br /> Announcement: Chairman Whitted announced that the Board would host a <br /> r• eception and dinner on Thursday, December 9th at the Carolina Inn for Municipal <br />
