All meetings of the Planning Board, its committees <br /> and councils shall be open to the general public. The Planning Board <br /> shall have the power to meet in executive session concerning appro- <br /> priate procedural necessities are complied with as prescribed in <br /> North Carolina's Open Meeting Law, N.C.
