8 4 a <br /> 160 <br /> JUSTIFICATION <br /> Since the property was purchased by PEMC in 1974, an Orange County Zoning <br /> Ordinance has been adopted which places the site in a Rural Residental Zone.. <br /> Therefore, in order for PEMC to construct a Headquarters Building and Opera- <br /> Lions Center on the site, a special use permit must be sought. Justification <br /> sufficient to persuade all concerned parties that the health, safety, welfare <br /> and tranquility of the area will not be jeopardized by such development must <br /> be presented, As a result, of careful consideration to these concerns by the <br /> Owner and Architect, along with other consultants, the position is taken that <br /> the area will not be penalized or violated as a result of PEMC developing the <br /> site- Quite to the contrary, it is hoped that the narrative more than sub- <br /> stantiates that the Owner has approached the entire scope of the project <br /> sensitively, and that the desire of PEMC is to be a good neighbor that, in <br /> fact, enhances the entire area. <br /> The requested special use permit to Design Development - Office Institutional <br /> is being made with highest regard for present occup nts and landowners in this <br /> Eurel Residential area. PEMC feels it has satisfied all its program on the <br /> e .. , and in relation eo N.C. 66 and contiguous properties without adversly <br /> impacting traffic patterns or the community environment. <br /> Piedmont Elelctric Membership Corporation is a non-profit, community oriented <br /> business which must, by its very existence, be easily accessible to the coreen- <br /> ities and customers in serves, To this end, the direct relationship of this <br /> site location to major arteries, such as LC. 86 and 1-85, is of utmost impor- <br /> tance, At the same time, PEMC is not such that traffic is adversly impacted <br /> by its day-to-day operation, since the business will impact N.C, 86 with not <br /> more than two hundred counts per day. PEMC presently has 53 employees and <br /> anticipates growth not to exceed 75 employees . <br /> Since tremendous areas of the site are being left undisturbed and large natural <br /> buffers are being retained around the entire perimeter of the property, excellent <br /> visual screening and acoustical diffusion has been achieved. Coupled with the <br /> fact that ?EMC is a clean, non-hazardous business, the tranquility of the area <br /> remains unchallenged. <br /> The placement of this long-term investment in this area, by a corporation already <br /> a well established and respected citizen of the Hillsborough business community, <br /> will enhance and even provide a stabilizing influence on the entire commenity. <br /> Without this type of long-term investment, one might well expect continued attempts <br /> at small scale commercial development that brings with it changing land use char- <br /> acter. from one tennent to another as market conditions change. The type land <br /> use offered in this request does not tend to encourage such strip commercial <br /> development. <br /> The requested land use plan allows for extensive review and protection of adjacent <br /> prcperties, both for now and the future. Not only does this request enhance and <br /> protect adjacent properties, it also recognizes the potential that lands adjacent <br /> to and across N.C. 86 will be made more valuable by such development activity as <br /> PEMC is proposing. <br /> That the area has land with a potential for office, institutional, and industrial <br /> . . <br /> growth due to the impact of 1-65, N.C. 86, future 1-40 and the railroad should <br /> not, however, be overlooked. In fact, this would appear to be harmonious with <br />
