Ronald Aycock, Executive Director <br /> DATE: November 16, 1982 <br /> I <br /> SUBJECT: NACo Board Meeting Held on November 9, 1982 in Washington, DC <br /> . , <br /> I accompanied the North Carolina NACo Board members to the NACo Board <br /> Meeting held on1November 9, 1982 in Washington, DC. Set out below is <br /> a summary of the major actions taken at that Board meeting and my <br /> observations on the NACo situation. <br /> I. Major Purpose of Meeting, <br /> • 1 <br /> The fiscal crisis of NACo took up almost the entirety of the Board <br /> meeting. Pesident Murphy laid out in considerable detail, the <br /> present financial situation and responded to a variety of questions. <br /> In general, reaction of Board members was one of dismay. After an <br /> overwhelming expression of dismay, disappointment and frustration, <br /> Board memberls accepted the gravity of the situation and in general, <br /> vowed to use their best efforts to move NACo from its present <br /> financial straits to an ultimate secure financial position. <br /> 1 <br /> II. Major Board !Actions Taken <br /> 1 - <br /> A. An interim budget was adopted for the first 3 months of 1983. <br /> (copy of that budget attached to this memo.) <br /> B. Authorized an increase in dues for 1983 with the increase being <br /> the higher of 115% of 1982 dues or the use of 1982 per capita <br /> on a po P Ulation base of 1980 (present population base is 1970 <br /> census) . <br /> C. Authoriz d a "special service fee" of 50% of the 1982 dues. <br /> ' <br /> This "special service fee" would be requested of all counties <br /> and the mount paid could be used as a credit against future <br /> dues acc rding to a plan established by the Board after all <br /> Bank loa s were liquidated. <br /> D.
