Hill- <br /> Carrboro Joint Planning Area. <br /> NEED: In February of 1982, a final draft of the Joint Planning Agreement was completed <br /> by a committee composed of representatives of Orange County, Chapel Hill, Carrboro <br /> and OWASA. The draft was sent to the attorneys of each governmental unit in <br /> March of 192 for comment and was subsequently,revised in April of 1982 to reflect. <br /> their concerns. Further discussions between the County Manager and the Town <br /> Managers in avember of 1982 resulted in additional revisions. <br /> . . <br /> _impAcT, <br /> The revised Proposal would establish a designated joint planning area within which <br /> development ntandards of the Towns and OWASA would be estehlisbed and enforced. <br /> The proppsa]I also contains water and sewer extension policies and established <br /> courtesy rev ew procedures. Specific changes to the proposal suggested by the <br /> Town Managers include the following: <br /> 1. Section 212A - Rather than the County adopting and applying equal or greater <br /> standards it has been suggested that the County adopt and apply the <br /> development standards, of the Towns. <br /> 2. Section 3.A - The word "should" has been changed to "shall to insure that <br /> all water d sewer extensions are made according to locally adopted land use <br /> plans. <br /> 3. Section 2J 3G - Add a proviso which reads "However, OWASA shall abide by the <br /> standards Of the appropriate governmental jurisdiction when said standards <br /> exceed thobe adopted by OWASA". <br /> 4 Article 31 - Amend to read:- "The extension of water and sewer lines in the <br /> Joint Planning Area: Rural and Joint Planning Area: University Lake should be <br /> discouraged, movided, however,_any extensions'which are made shall be in ' <br /> donformity with Land Use Plans in effect." <br /> 5. Section 4.4 - A sentence should be added to the second paragraph of that section <br /> to read: "Such response will include, as a minimum, that the reviewing parties <br /> have commelited or waived comment on a particular project proposal.` <br /> RECOMMENDATION: It is recommended that the Joint Planning Agreement be approved <br /> by the Boat. of Commissioners subject to the approval of <br /> the partici ating jurisdictions. <br /> • . <br />
