The current <br /> "administrative layer" has the demonstrated expertise to compete <br /> for funds at the Area and Federal levels. A very small program <br /> cannot afford this expertise. One Accountant handles all programs. <br /> Inspections, eligibility, property acquisition, rehabilitation and <br /> clerical support are all areas where more than one program has been <br /> addressed by one employee. Understandubly, some functions, such as <br /> accounting or personnel , could be handled at an even broader level. <br /> Some very technical skills though, might not be available elsewhere <br /> in a government structure. Prorating time is sometimes seen as a <br /> negative factor, as one program paying for another; but, it can be <br /> handled fairly and accurately, and is clearly more efficient. <br /> The idea of consolidating housing activities is not new; it <br /> is a concept that has been advocated by the Department of Housing <br /> and Urban Development for a number of years (see attached letter <br /> dated April 23, 1970). This concept has been discussed, recommend- <br /> ed and approved, as late as 1978, by the Town of Carrboro and the <br /> Department of Housing and Urban Development when the issue of whether <br /> the Town of Carrboro should establish and operate its own Housing <br /> Authority to receive and manage the thirty units of public housing <br /> was being considered. The Carrboro Board of Aldermen made a decision <br /> not to further fragment housing services in the Chapel Hill-Carrboro <br /> Community. At the Public Hearing for the Special Use Permit, in 1982, <br /> this issue of fragmentation was raised again, and the Board of Aldermen <br /> reaffirmed the consolidation concept. <br /> The Chapel Hill Housing Authority urges the Orange County Commis- <br /> sioners to continue and further explore this trend toward consolidation <br /> of housing services and resources. <br />
